People drive badly while talking on a phone because they're distracted.
It's not because they have one hand on the wheel instead of two.
In a study in which subjects used a driving simulation, the people using the hands-free and normal cell phones each did equally worse than other drivers.
Making a legal distinction between an adult driving with a hands-free phone vs. a typical cell phone is bogus.

I agree with Eric, even as I don't practice what I preach. I'm trying to get better, as I know I don't multi-task well. I will also add that WA had a similar law go into effect today (or is it tomorrow).
